Romanian Prime Minister Luca Niculescu held talks with US Under Secretary of Defense for Policy Elbridge Colby at Victoria Palace on 5 November 2026, News.ro reported. According to News.ro, the discussions covered specific ways to deepen the strategic partnership between Romania and the US and the security situation in the Black Sea region against the backdrop of Russia’s war in Ukraine. News.ro is the sole source for the substance of the talks. At the time of publication, Flank had found no independent confirmation.

Niculescu reportedly expressed interest in a stronger US presence

According to the same source, he outlined to Colby the benefits of such engagement for strengthening NATO’s defence in the Black Sea region.

The meeting also appears in the prime minister’s advance schedule published by Rador for 5 November, with a start time of 08:00 at Victoria Palace. The schedule establishes that the talks were planned, but does not confirm that they took place or which topics were discussed.

A political signal without announced military commitments

The position reported by News.ro is an expression of Romanian intent, not an announced commitment by Washington. The report specifies no new deployments, changes in US troop numbers, infrastructure investment, funding or timelines. Nor is there a US statement confirming any specific agreements.

In Flank’s assessment, the significance of the talks is, for now, political: Bucharest’s stated wish links the bilateral partnership with the US to the defence of the Black Sea region. Any conclusion that the military balance has changed would require decisions on specific forces, tasks and resources.

For Bulgaria, any subsequent decisions could have implications for regional coordination and defence planning in the shared Black Sea region. This is a possible consequence, not an established outcome of the meeting.
