On 5 November 2026, the European Commission announced that it had transferred €4.36 billion to Ukraine under the EU's €90 billion loan to support the country. Of that amount, €3.7 billion is macro-financial assistance and €658 million is earmarked for defence, according to the statement reported by OFFNews and Club Z.

Budget support depends on meeting 12 conditions

The budget component is intended to support the functioning of the state and the uninterrupted provision of basic public services. It is substantially larger than the defence component, so the total payment of €4.36 billion is not entirely military aid.

According to the official information reported by Club Z, this €3.7 billion is the second of three macro-financial assistance instalments planned for 2026, totalling €8.35 billion. Ukraine has met all 12 conditions for the release of the funds. Legislative provisions for taxing income from digital platforms and measures to improve tax compliance are envisaged. VAT will also be charged on commercial imports of low-value consignments previously exempt from the tax.

€658 million for military procurement, mainly from Ukrainian companies

The defence funding is intended for public procurement of unmanned aerial vehicles, missiles, radars, electronic warfare equipment and air defence ammunition. These categories are listed in the European Commission's statement, carried by BTA and quoted by 24 Chasa. According to Club Z, most of the funds will go towards equipment from Ukrainian companies.

According to Club Z, this is the seventh payment under the defence component of the loan. OFFNews' reference to six previous transfers is consistent with that sequence.

The funding enables equipment to be acquired but does not confirm that deliveries have taken place. The specific contracts, equipment types, quantities and timelines have not been announced, nor has the breakdown of the amount between the individual categories. Without this information, it is not possible to assess what additional combat capability the payment will provide.

Ukrainian prime minister also reports receipt of funds

According to the Ukrainian prime minister, the funds are intended for priority budget expenditure and the urgent needs of the defence forces, the Ukrainian military publication ArmyInform reports. euros. It puts the defence component at €660 million, while the Bulgarian reports give the more precise figure of €658 million. The two announced components add up to €4.358 billion, consistent with the rounded total of €4.36 billion.

The statements from the European and Ukrainian sides constitute two institutional confirmations of the announced payment. Flank has not independently verified the transfer through payment records. Separate information on the execution of the procurement contracts is needed to confirm subsequent military deliveries.
