The European Commission has announced that a meeting on Ukraine’s post-war recovery will take place in Brussels on 4 November 2026, with representatives of Ukraine, the US, France, Germany, the UK, NATO and the World Bank. Commission spokesperson Paula Pinho announced preparations for the meeting on 3 November. So far, the scheduling of the meeting has been confirmed, but not whether the talks have taken place or produced any results.

This is a developing story and further information may be added.

Who will attend the Brussels meeting

Senior officials and an adviser responsible for internal security will take part in the talks on behalf of the Commission. According to its spokesperson’s statement, reported by BTA, Ukrainian President Volodymyr Zelenskyy does not plan to attend. It has not been specified who will represent the US.

The Commission describes the meeting as a continuation of earlier talks in Miami on achieving a lasting peace in Ukraine. The list of participants cited by Reuters via Al-Monitor and RADOR also includes the UK. Russia is not listed among those invited to Brussels.

Recovery and security guarantees on the same agenda

Zelenskyy also announced the forthcoming meetings. At a press conference with German Chancellor Friedrich Merz in Berlin, he said Ukrainian, American, European and NATO representatives would discuss recovery plans and security guarantees, Ukrinform reported.

Reuters also reports on a “prosperity plan” in an article published by Al-Monitor and summarised by RADOR. The agency cites an unnamed source familiar with the preparations. The use of this term does not mean that a plan has been published and agreed.

In Flank’s assessment, the meeting’s composition provides an opportunity to coordinate Ukraine’s economic recovery and future security in a single discussion. However, the presence of the World Bank and NATO does not in itself mean that funding has been secured or that a commitment to military protection has been made.

Talks with Russia planned after Brussels

US envoy Steve Witkoff has announced that the US will bring Ukrainian and Russian delegations together in Abu Dhabi on 10–11 November for talks on ending the war, post-war security arrangements and de-escalation, Reuters reports via Al-Monitor. According to Ukrinform, Zelenskyy also said he expected the trilateral format to resume on those dates. Kyiv Post places the Brussels meeting in the context of preparations for the Abu Dhabi talks.

No specific sums, projects or recovery timelines have yet been announced for the Brussels meeting, nor have the scope and legal form of any potential security guarantees. NATO’s participation does not mean a decision to deploy forces or provide collective defence for Ukraine. And the term “post-war recovery” describes the subject of the planning, but does not mean that the war has ended.
