Merz pledges €200 million more in winter aid for Ukraine
Germany is preparing additional support for Ukraine ahead of winter, with Merz focusing on energy and air defence. The announced sum is a commitment, not a record of funds already provided.

German Chancellor Friedrich Merz pledged an additional €200 million in winter aid for Ukraine during his meeting with President Volodymyr Zelenskyy in Berlin on 3 November 2026, Club Z reported. Ukrinform also reports the stated intention to provide winter and energy support, but does not specify the amount. Flank has not found independent confirmation of the €200 million figure at the time of publication. The information may be updated.
Aid before the end of the year, but no confirmed disbursement
According to Ukrinform, Merz told the joint press conference with Zelenskyy that Germany intended to provide additional winter aid and support for energy supplies before the end of “this year”. The chancellor identified air defence and the energy sector as the two key priorities as winter approaches.
The sum planned by the CDU/CSU and SPD is €200 million. DarikNews.bg reports their intention in an article sourced to BGNES, citing a partner publication of Politico. euros for additional winter aid. euros from the German Federal Foreign Office and the Federal Ministry for Economic Cooperation and Development. According to the same report, approval by the budget committee is expected next week, with power stations and other civilian infrastructure among the intended uses.
This allocation has not been confirmed by an official budget document. For now, a distinction must be drawn between the political pledge, budget approval and the actual provision of funds. It has also not been established whether any of the announced €200 million will be earmarked for air defence.
Air defence and F-16 ammunition among the supplies discussed
According to Ukrinform, Merz identified ammunition for F-16s, air defence systems and other ammunition among the subjects discussed in talks on ongoing deliveries. According to the chancellor, deliveries are continuing despite difficulties in replenishing stocks.
No models, quantities or timelines have been specified. Mentioning these areas therefore does not amount to an announcement of new aircraft or air defence batteries, and the winter aid should not be counted as a confirmed arms package.
In Flank’s assessment, energy aid and air defence can complement each other: the former helps maintain and restore supplies, while the latter can limit damage to the sites being defended. Without specific projects and deliveries, however, the practical impact of the stated support cannot yet be assessed.
Berlin prepares talks on aid for 2027
Merz announced a meeting of leaders of the “Coalition of the Willing” in Berlin on 19 November, Ukrinform reports. He said the aim was to agree the scope of support for Ukraine in 2027, primarily military support.
The agency also lists security guarantees following a ceasefire and diplomatic efforts among the topics. This is an announced agenda, not aid or a guarantee mechanism that has already been agreed. The forthcoming decisions will show how immediate support for the winter will be followed by longer-term commitments.
