France is extending the deployment of its Atlantique 2 maritime patrol aircraft at Romania’s Mihail Kogălniceanu airbase by several weeks, its commander said on 5 November 2026, quoted by RADOR, the news agency of Romanian public radio. Romanian news television channel Digi24 also reported the decision. Flank has found no independent confirmation of the revised timeframe beyond the statement carried by the media. This is a developing story and further information may be added.

Monitoring maritime drones and merchant shipping

According to RADOR, the aircraft was deployed on 18 October, and the mission was originally due to end on 6 November. The agency reports that the deployment followed a request by Bulgaria and Romania for NATO reinforcements after attacks on merchant shipping.

The commander identifies the safety of merchant shipping in the Black Sea as the mission’s task. The French Navy has withheld his identity for security reasons, RADOR reports. Digi24 describes the Atlantique 2 as an aircraft equipped with radars and sensors for detecting submarines and maritime drones.

In the statement carried by RADOR, the commander specifies that the aircraft can detect maritime drones but cannot neutralise or intercept them. This is a stated limitation of this particular mission, rather than a comprehensive description of all the aircraft type’s capabilities.

French aircraft provided information to the Bulgarian Navy during the attack off Kaliakra

Bulgaria’s Ministry of Defence confirms a specific instance of cooperation with French maritime patrol aviation during the attack on CONTSHIP JET on 28 October. According to the official statement, the Liberian-flagged container ship was sailing towards Constanța when it was struck by a surface drone 17 nautical miles east of Cape Kaliakra. The ministry reports three observed hits.

According to the Ministry of Defence, the crew of a French patrol aircraft spotted maritime drones while flying over the western Black Sea and notified the Bulgarian Navy’s operations centre. Three Bulgarian warships were sent to the scene, and all 18 crew members were rescued, the ministry states.

The Atlantique 2 commander tells RADOR that the aircraft detected the drones before the strike and warned both the Bulgarian authorities and the ship. The Bulgarian official statement confirms that information was received from a French aircraft, but does not establish when the container ship was warned or how much time remained before the hits.

On 29 October, the Council of Ministers said that allied patrol aircraft were operating in coordination with Bulgarian command centres and exchanging information.

Extended surveillance does not mean immediate protection

In Flank’s assessment, the practical value of the extension lies in maintaining aerial surveillance whose information also reaches the Bulgarian Navy. Detection and warning, however, are not the same as stopping an attack. That requires forces with the appropriate means and authority, as well as sufficient time to respond. The known sequence of events involving CONTSHIP JET does not allow an assessment of whether the strike could have been prevented.

The mission’s exact end date and the frequency of flights remain unspecified, so the extension should not be taken as a guarantee of continuous coverage. Responsibility for the attack on the container ship has also not been established. On 29 October, the Council of Ministers reported that expert examinations were continuing and that images of the drone had been shared with allies.

Radev: Bulgarian L-39s were ready to engage drones off Kaliakra

The prime minister and the Chief of Defence said the military had advance information about the threat to CONTSHIP JET. The origin of the maritime drones remains unknown, and readiness to act does not mean an interception took place.

Strike off Kaliakra tests maritime surveillance and allied coordination

The attack on CONTSHIP JET exposed the difference between surveillance, rescue and preventing a strike. In Flank’s assessment, the central question is whether the announced regional coordination will translate into effective warning and protection, without substituting political assumptions for the unknown perpetrator.
