Kremlin says Russia has received no European proposals for security guarantees
Dmitry Peskov linked future talks on guarantees between Russia and Ukraine to wider European security. His statement followed reports of closed-door consultations in Brussels, but the substance of the proposals under discussion remains unclear.

Russia has received no proposals from European states for security guarantees for all parties to the conflict in Ukraine, Kremlin spokesman Dmitry Peskov told journalists on 6 November 2026. His remarks were reported by the Russian state news agency TASS and by 24 Chasa, citing Reuters. This is Moscow’s official position, not independent confirmation that no proposals have been sent.
Peskov insists Europe must take part in talks
According to 24 Chasa, Peskov said the Europeans should take part in future talks, but accused them of still not having decided who would speak on their behalf. The claim of difficulties in European coordination is the Kremlin’s assessment.
Peskov links possible negotiations on mutual guarantees between Russia and Ukraine to future security arrangements in Europe. The Russian position thus brings two distinct issues into a single discussion: the protection of Ukraine and wider arrangements between European states and Russia.
Accounts of the Brussels meetings differ
TASS reports that earlier closed-door talks took place in Brussels with representatives of the United States, NATO, European states and Ukraine. 24 Chasa also reports meetings in Brussels, but does not specify whether they were held behind closed doors. According to TASS, US envoy Jared Kushner identified security guarantees for all parties to the conflict and the European security architecture as topics. 24 Chasa emphasises guarantees for Ukraine and wider European security.
These formulations do not establish a contradiction, but neither do they clarify the precise scope of the discussions. There is no independent confirmation of who attended the meetings or what was discussed, nor has an agreed text or a timetable for further negotiations been published. Peskov’s remarks do not establish whether European proposals are being prepared, exist but have not been passed to Moscow, or have yet to be formulated.
Military significance depends on specific obligations
In Flank’s assessment, Peskov’s statement provides no grounds to declare either a failure of the consultations or progress towards an agreement. It draws attention to Europe’s representation and the submission of proposals without revealing their substance.
The military significance of any guarantees will depend on what violation triggers them, who establishes that it has occurred and who is obliged to respond with specific means. These parameters are not yet known. The reported participation of NATO representatives does not in itself mean that the Alliance has taken a decision or made a collective military commitment.
