Ursula von der Leyen plans visit to Varna on 10 November
The European Commission President will meet Prime Minister Rumen Radev and visit the Naval Academy. Varna is part of a tour of the Black Sea region, but its link to attacks on ships has been reported by only one source.

European Commission President Ursula von der Leyen plans to visit Varna on 10 November 2026. The programme includes a meeting with Prime Minister Rumen Radev and a visit to the Nikola Vaptsarov Naval Academy. A Commission spokesperson announced this on 6 November while presenting the weekly programme, BTA reported.
The Romanian news agency News.ro links the trip to attacks by unmanned aerial vehicles on ships in the Black Sea. Flank had found no independent confirmation of this link at the time of publication. This is a developing story and further information may be added.
Von der Leyen to visit the Naval Academy in Varna
The tour will begin on 9 November in Bucharest, where meetings are scheduled with Romanian President Nicușor Dan and Prime Minister Luca Niculescu. The European Commission Representation in Romania confirms the programme in a statement quoted by Romanian news television channel Digi24.
The following day in Varna, von der Leyen will also visit the academy, which trains officers for the Bulgarian Navy and specialists for the merchant fleet. The published programme does not specify topics for the talks with the Bulgarian prime minister.
Participation in the UN climate conference COP31 in Antalya, Türkiye, is scheduled for 11 November. This stop is linked to the climate forum and has not been presented as a continuation of talks on Black Sea security. At this stage, the programme has been confirmed, but the visits have not yet taken place.
Link to attacks on ships remains unconfirmed
The European Commission's announcement does not identify attacks on ships as the immediate reason for the trip. The News.ro report does not specify the dates and locations of the incidents, the names of the vessels affected or details of the damage. Nor does it state whether “drones” means aerial or maritime unmanned vehicles.
In Flank's assessment, the successive meetings in Romania and Bulgaria provide an opportunity to coordinate positions on Black Sea issues, but do not in themselves prove the existence of a joint plan to respond to attacks at sea. No specific commitments on funding, force deployments or a new operation have been announced. The visit to the Naval Academy alone is also no basis for concluding that a military initiative is being prepared.
