NATO plans additional patrol aircraft, radars and unmanned systems for the Black Sea

According to a Reuters report republished by gCaptain, the alliance has announced that it will deploy maritime patrol aircraft, radars and unmanned systems following a series of strikes on cargo ships off Bulgaria and Romania. Bulgarian authorities already confirm that information is being exchanged with allied patrol aircraft, but the scope and timing of the new deployment remain unclear.

NATO has announced that it will deploy maritime patrol aircraft, radars and unmanned systems to strengthen its eastern flank in the Black Sea, according to a Reuters report dated 3 November and republished by gCaptain. The plan is described in a single report by the agency, published by gCaptain and covered by BNR, Digi24 and OFFNews, rather than in separate, independent confirmations. Flank has found no independent confirmation that the deployment has begun. This is a developing story and further information may be added.

NATO announces deployment following a series of strikes on ships

According to the Reuters report republished by gCaptain, NATO's announcement followed seven strikes on cargo ships off Bulgaria and Romania in October. The agency also reports an attack on 23 October just outside Romanian territorial waters.

The Bulgarian Ministry of Defence issued a direct statement on the attack on Contship Jet on 28 October. According to the ministry, the Liberian-flagged container ship, bound for Constanța, was struck at around 12:00, 17 nautical miles east of Cape Kaliakra. The Bulgarian Navy observed three hits. Three warships took part in the rescue operation, and all 18 crew members had been rescued by 13:45.

The ministry says the strike was monitored by the Bulgarian Navy's surveillance system and a French patrol aircraft. The aircraft relayed information about unmanned systems in the western Black Sea.

The photo caption in gCaptain's report states that, according to the Bulgarian government, Contship Jet sank after being struck by unmanned systems off Bulgaria. The Ministry of Defence statement on the rescue operation does not in itself confirm this.

Allied aircraft exchange information with Bulgaria

The prime minister said allied patrol aircraft were operating in coordination with Bulgarian command centres and that information was being exchanged. He said a French aircraft had detected the drones approximately 30 minutes before the attack and reported the direction in which they were moving.

This activity should not automatically be taken as implementation of NATO's newly announced plan. It does, however, demonstrate the specific role of patrol aircraft: detecting a threat and passing a warning to forces in the area.

In Flank's assessment, the key distinction is between surveillance and protection: better information can provide time to respond, but does not in itself stop an attacking unmanned system. Without details of the platforms, missions and arrangements for countering threats, it is not possible to assess how far the additional assets will protect merchant ships.

Regional coordination is also being prepared. According to 24 Chasa, Defence Minister Dimitar Stoyanov announced after meeting his Romanian and Turkish counterparts in Sofia that agreement had been reached on establishing a trilateral coordination mechanism for the Black Sea, involving regular consultations and information-sharing.

Deployment plan and responsibility for attacks remain unclear

The number and types of aircraft, radars and unmanned systems, the countries that will provide them, their basing locations and the timelines for operational readiness have yet to be specified. Nor has it been confirmed whether any of them will be deployed in Bulgaria. Attacks continuing after the announcement do not prove that the measures have failed until it has been established when they became operational.

Responsibility for the attacks also remains disputed. Military analysts quoted in the Reuters report republished by gCaptain say they have little doubt that the attacks are Russian; Russia denies carrying out strikes with unmanned systems against Ukraine's neighbours. On 29 October, the Bulgarian prime minister said the video footage and the facts had been shared with allies and that expert examinations were being carried out to identify the perpetrator.

The precise geography also matters: Bulgaria's exclusive economic zone is not the same as its territorial waters. An attack on a ship within that zone should not automatically be described as a strike on Bulgarian territory.

Radev: Bulgarian L-39s were ready to engage drones off Kaliakra

The prime minister and the Chief of Defence said the military had advance information about the threat to CONTSHIP JET. The origin of the maritime drones remains unknown, and readiness to act does not mean an interception took place.

Strike off Kaliakra tests maritime surveillance and allied coordination

The attack on CONTSHIP JET exposed the difference between surveillance, rescue and preventing a strike. In Flank’s assessment, the central question is whether the announced regional coordination will translate into effective warning and protection, without substituting political assumptions for the unknown perpetrator.
