Residents in the northern and eastern parts of Romania’s Tulcea County received a warning overnight on 5–6 November 2026, Romania’s Ministry of Defence said. Romanian news television channel Digi24 and news agency News.ro cited the statement. According to the ministry, Russian forces continued their attacks on Ukrainian ports on the Danube, but no incursions into Romanian airspace were reported.

Both outlets are relaying the same official statement. At the time of publication, Flank had found no independent confirmation of the attacks or the air situation described.

The warning was lifted at 00:41

According to the ministry statement cited by Digi24, the military command centre notified the General Inspectorate for Emergency Situations so that measures could be taken to warn the population. A warning was sent through RO-Alert at 00:19, and the air alert was lifted at 00:41.

The two times were 22 minutes apart. This is the interval between the warning being sent and lifted, not the established duration of the attacks or the Romanian military’s response time.

Ministry reports no airspace incursions

The public warning is a protective measure in response to a risk and does not in itself prove an airspace violation. Romania’s Ministry of Defence states that “no incursions were reported”. This wording should not be replaced with a more categorical conclusion that the absence of any such incursions has been independently established.

The statement cited by the media does not identify the specific ports attacked, the weapons used, any damage or any casualties. Nor is there any information about the deployment of Romanian combat aircraft, the activation of air defences or the discovery of debris. The warning in Tulcea therefore provides no basis for describing the incident as a confirmed attack on Romania.
