Zelensky: Ukraine continues strikes on Russia’s oil sector

The Ukrainian president linked an end to the strikes to a halt in Russian attacks on Ukraine’s energy infrastructure. His statement comes ahead of the planned resumption of talks between Ukraine, the US and Russia.

On 6 November 2026, President Volodymyr Zelensky confirmed on Telegram that Ukraine’s operation against oil refineries in Russia had not ended. He described the strikes as a response to Russian attacks on Ukraine’s energy infrastructure, the Bulgarian News Agency (BTA) reported, citing Reuters.

Zelensky ready to halt strikes if Russia ends its attacks

Zelensky said Kyiv was prepared to halt its strikes on condition that Russia stopped attacking Ukraine’s energy infrastructure. He said power stations, electricity transmission networks, heating and water supply infrastructure were under constant attack from Russian unmanned aerial vehicles and missiles. He accused Moscow of rejecting de-escalation measures discussed by Kyiv’s partners and counting on carrying out further strikes.

At the time of Zelensky’s statement, four days remained before the scheduled resumption of talks on ending the war, Reuters noted. Ukraine, the US and Russia are due to take part in the negotiations. This will be the first such meeting since February. US President Donald Trump has repeatedly called on Kyiv to stop striking refineries in Russia, BTA recalled. He argues that the strikes push up diesel prices.

In Flank’s assessment, Zelensky is also presenting the operation as a tool for negotiating mutual limits on strikes against energy facilities. However, his stated condition does not mean that such an agreement has been reached or that Moscow accepts it.

Russian authorities reported strikes on oil facilities in three areas

Oil facilities in Samara region, Yaroslavl and Ryazan were hit, according to reports issued by the Russian authorities the previous week, BTA reported. According to the report, Ukraine has not explicitly claimed responsibility for these specific incidents. Zelensky’s general statement about the continuing operation does not establish who was behind each of them.

Flank has found no independent confirmation of the specific strikes described or their results. The facilities affected, the weapons used, the extent of the damage and the duration of any production disruptions have not been established. Without this information, it is not possible to assess whether the operation has significantly curtailed Russian oil refining or fuel supplies. No market data is provided here to support Trump’s argument about diesel prices either.
