Executive summary
France is extending the Atlantique 2 mission operating from Romania by several weeks following attacks on merchant vessels.
Why it mattersThis maintains aerial surveillance over the Black Sea, which has already provided information about maritime drones near Bulgaria.
The 13th activation of the Bulgarian, Romanian and Turkish mine countermeasures group is confirmed for 7–18 November.
Why it mattersJoint maritime activity continues against the backdrop of attacks on shipping, but the mine countermeasures mission should not be equated with protection against all types of drones.
Human remains have been found during inspections of Wine Trader in Varna, with Bulgarian National Radio reporting the bodies of five seafarers.
Why it mattersThe investigation may clarify the fate of some of the seven seafarers who went missing following the strike near Sulina on 15 October.
Bulgaria has received more than €245 million in compensation for military aid provided to Ukraine, the defence minister said.
Why it mattersThe amount received is not equivalent to funding available for rearmament, because not all the funds have been made available for Ministry of Defence expenditure.
The UK and France are preparing an exercise in Poland involving 2,800 personnel for a possible future mission in Ukraine.
Why it mattersThe preparations test practical readiness for such a mission without constituting a deployment decision.

Human remains found aboard Wine Trader in Varna
Bulgarian National Radio reports that the bodies of five seafarers have been found during inspections of the tanker Wine Trader, which was brought to Varna for repairs, according to Mediapool. BTA reports that the prosecutor's office in Varna is leading an investigation into the human remains found. The vessel was struck by a drone near Sulina on 15 October, when seven crew members went missing.
Why it matters
The discovery is a significant development in establishing the loss of life from the attack. The report of five seafarers and the findings of the prosecution's investigation must be kept distinct until the remains have been identified.

More than €245 million reimbursed for aid to Ukraine
Defence Minister Dimitar Stoyanov said Bulgaria had received more than €245 million in compensation for military aid provided to Ukraine, BTA reports. Most of it comes under agreements with allied countries rather than through the European mechanism. According to the figures reported, not all the compensation has been made available for Ministry of Defence expenditure.
Why it matters
For defence capabilities, what matters is not only how much has been reimbursed, but how much the Ministry of Defence can use. The sum should not automatically be presented as a budget for replacing the weapons provided.

France extends Black Sea patrol mission
According to Romanian outlet Digi24, France is extending the mission of the Atlantique 2 maritime patrol aircraft operating from Romania by several weeks following attacks on merchant vessels. The Bulgarian Ministry of Defence confirms that a French patrol aircraft provided information about maritime drones during the attack on CONTSHIP JET off Cape Kaliakra.
Why it matters
The extension maintains an allied surveillance asset close to Bulgarian waters. Providing information does not, however, in itself demonstrate an ability to prevent the attack.

Exercise in Poland to test preparations for a future mission in Ukraine
Specialist publication Defense News reports that the UK and France are preparing KOALICJA 26.2 in Poland for 9–22 November, involving 2,800 personnel. The exercise is intended to test the movement, protection and supply of forces that could operate in post-war Ukraine. It does not signify a decision to deploy them there.
Why it matters
Practical preparations are a more concrete step than political discussions of a future mission. They do not, however, determine either the conditions or the mandate for a possible deployment.

US rotation resumes in Estonia
BTA reports that a new US Army contingent has arrived in Estonia for a nine-month rotation. According to specialist publication Defence24, this restores the regular rotation following a reported interruption. The unit's strength has not been announced.
Why it matters
The significant development is the restoration of the rotational presence. Without personnel numbers and a comparison with the previous contingent, there is no basis for concluding that US forces in Estonia have increased.
